Document Recording the Act of Foundation

The undersigned hereby establish a permanent European institution called "European Centre for Minority Issues (ECMI)" as a civil-law foundation with its seat in Flensburg.

The Foundation shall have legal capacity; an application shall be made for the permit required pursuant to Section 80 of the German Civil Code (BGB).

The founders shall endow the Foundation with assets to a total value of 21,000 DM (in words: twenty-one thousand German Marks) and a claim to annual contributions in accordance with the agreement on ECMI concluded between the Federal Ministry of the Interior of the Federal Republic of Germany and the Ministry of Research and Information Technology of the Kingdom of Denmark on 29 January 1998 (annex). The pro rata financing of the Foundation by the German party is regulated in the administrative agreement on the financing of ECMI concluded between the Federal Ministry of the Interior and the Land Schleswig-Holstein, represented by its Minister President, represented by the Minister of Education, Science, Research and Culture, on 29 January 1998.

The founders issue the Statutes enclosed herewith as an annex. The objectives of the Foundation are stated in Article 2 of these Statutes.
