Within the parameters of peace implementation, the international community in Bosnia has done quite well, but it has failed to put in place the foundations of a proper state, though building blocks do exist (a credible judiciary at the state level, for example). The forward-looking provisions of the GFAP have only been haltingly activated, and their transformative potential was never put at the service of a unified end-state vision. Highly recommended.
