This institute focuses on global political and security issues within a framework of peace research. The results of a project which aimed to examine the effectiveness of the OSCE minority regime on the basis of the implementation of the recommendations of the OSCE's High Commissioner on National Minorities are available in the form of CORE Working Papers on this site. The results include empirical and theoretical analyses, followed by policy recommendations. Highly recommended.

Bosnia and Herzegovina: The Challenge of Legitimacy / Tobias K. Vogel / Swiss Peace Foundation
Within the parameters of peace implementation, the international community in Bosnia has done quite well, but it has failed to put in place the foundations of a proper state, though building blocks do exist (a credible judiciary at the state level, for example). The forward-looking provisions of the GFAP have only been haltingly activated, and their transformative potential was never put at the service of a unified end-state vision. Highly recommended.
