The lack of political will among the international community to address the issue of status has postponed stability in the Balkans, increased tensions between Serbia and Kosovo, and contributed to the political and economic stagnation in the region. This paper analyzes strategies proposed and applied by the main actors to the transformation and resolution of the Kosovo conflict. It is based on a theoretical framework developed by the scholars John McGarry and Brendan O'Leary. Highly recommended.

According to this Human Rights Watch report, the criminal justice system continues to fail victims in Kosovo, despite almost seven years of international administration. Key actors are called upon to take immediate steps to upgrade the criminal justice system. These include: ensuring proper oversight of the courts; developing an action plan to establish a judicial police branch to work directly with investigative prosecutors; increasing collaboration between international and national police, prosecutors and judges; and establishing a more effective witness protection system. Highly recommended.
