It is argued here that Kosovo's quest for independence is a unique case, hence it entitles Kosovo to become independent without violating international law. the case made here is based on a number of arguments, from the specific political dynamics that have brought Kosovo to this day, its legal and moral right to state succession from former Yugoslavia as a federal entity, to the atempted genocide and consistent brutal treatment of the Albanian majority for decades.

In education and other areas, government and international UN administrators found it difficult to develop long-term policies due to the lack of clarity on Kosovo's final status. The status limbo also has had a more directly negative effect on minority rights by encouraging extremists on both sides of the Albanian-Serb divide to stake out maximalist positions and jockey for control of territory by driving out the others. Since 1999 the divided city of Mitrovica has been a particular flashpoint in this regard.

KIPRED was founded in 2002 with the aim of promoting and strengthening democracy and democratic values in postwar Kosovo. KIPRED's mission is to promote and strengthen democracy and democratic values in Kosovo and the region. KIPRED is organized around two main pillars: a) policy research and b) training of political parties and government. A number of useful publications can be found here. The results of this Dutch medical fact-finding mission to Kosovo highlight the failure of Serbian authorities to perform necessary forensic investigations of the suspicious deaths of ethnic Albanians, as well as the severe deterioriation of health care under the conditions of armed political conflict.
