New ECMI Handbook publication

Early compliance of non-States Parties with the European Charter for Regional or Minority Languages, Vols. 1 & 2

ECMI is pleased to announce the online publication of the two-volume handbook on the level of preparedness for ratification of the European Charter for Regional or Minority Languages of those states which have not yet done so.  Whilst only 25 member states have ratified the ECRML, 39 member states have ratified  the Framework Convention for the Protection of National Minorities.

The Handbook entitled “Ready for Ratification” analyses the instances of early compliance of the minority languages legislation in a number of the Council of Europe non-State Parties. Many member states have a long tradition of minority language enhancement but have not yet ratified the ECRML.  Some have committed themselves to ratify the convention when joining the Council of Europe. 

Volume 1: Regional or Minority Languages in non-State Parties presents the description of the situation of minority languages in the country, the compliance of national legislation with the provisions of the ECRML and proposals for instruments of ratification. Volume 1 can be downloaded here.

Volume 2:  Congruence between the ECRML and the Framework Convention for the Protection of National Minorities as well as congruence between national legislation and the provisions of the ECRML is presented in table formats for easy review of the existing legislation to support the proposals for instruments of ratifications. Volume 2 can be downloaded here.

With this Handbook, it is hoped that the respective states, civil society organizations and other stakeholders will use it as a guide to address the ratification possibilities as an achievable goal set out of practical convenience.  We hope that it will be used as a tool and will add new momentum to the ECRML ratification process.
