The 1990s, a decade marked by ethnic and regional conflict in Europe often resulting in extreme violence saw the emergence of a host of legislative measures relating to the protection of minorities and to minority rights. At the same time, the active involvement and presence of international actors like the UN, the OSCE, the CoE, and the EU, in the attempts to deescalate and resolve the conflicts and develop democratic forms of participation and governance has been unprecedented.
With the establishment of a new Series of Handbooks on Minority Issues, ECMI aims to provide practical guides to the whole range of instruments and legal mechanisms that exist at the national, regional and international level for the protection of minorities, as well as to the international actors involved in this area.
The Handbooks are aimed at practitioners, minority rights advocates, government officials, legal experts and journalists. They will also serve as valuable introductions to minority issues and ethnopolitics for students of International Relations, International Law, Political Science and related disciplines.
