    This special issue looks into the nuanced workings of the High Commissioner on National Minorities (HCNM) at the Organization for Security and Cooperation in Europe (OSCE). Celebrating the HCNM's 30th anniversary, this special issue invites readers to reflect on the HCNM's journey over the past 30 years, considering its impact and limitations. The articles contribute to the ongoing discourse on the HCNM's role and the responsibilities of international institutions in fostering peace and stability, offering a nuanced exploration of the HCNM's history and potential for shaping the future landscape of minority issues in Europe.

    The issue opens by highlighting the concentric circles within international institutions, shedding light on the often-overlooked contributions of staff and departments. The three articles presented in this special issue echo this model, providing a retrospective on the HCNM's three-decade history.

    From insightful interviews with the living HCNMs to a spotlight on field projects supporting inter-ethnic relations, each article offers a unique perspective. The focus extends beyond the individual officeholder to the dedicated staff, exploring the institution's role in conflict prevention and norm-setting within the European minority rights regime.

  • Special Issue “Marginality on the Margins of Europe – The Impact of COVID-19 on Roma Communities in Non-EU Countries in Eastern Europe”

    The articles included in this special issue are based on the data collected for the project ‘Marginality on the Margins of Europe – The Impact of COVID-19 on Roma Communities in Non-EU Countries in Eastern Europe’, funded by the University of Leicester’s QR Global Challenges Research Fund (Research England) and developed by the University of Leicester in partnership with the European Centre for Minority Issues.

    The primary aim of this project, as reflected in the following articles, was to assess the overall impact of the first wave of the Covid-19 pandemic on Roma communities across seven non-EU countries in Eastern Europe: Albania, Bosnia and Herzegovina, Moldova, Montenegro, North Macedonia, Serbia, and Ukraine. This special issue contributes to the knowledge concerning the impact of the first wave of the Covid-19 pandemic on Roma communities in Eastern Europe by presenting original data and new perspectives on the fate of these communities in the first half of 2020. Our findings point towards a devastating impact in terms of income, access to education and public services, all made worse by the generalised scapegoating of Roma communities for allegedly spreading the virus.
