ECMI Library
The ECMI Library is an independent collection of books, journals, and grey literature of more than 3,000 items covering many aspects of minority issues. The highly specialized collection offers public access to a variety of materials in more than twenty languages on interethnic relations, language and cultural diversity issues and ethnic conflict in Europe.
The Library includes a useful reference section and a considerable number of published and unpublished reports, and is especially strong in the area of minority protection with regards to international law. The ECMI Library is also unique in that it includes an ever-growing number of annual reports of Ombudsman offices around the world, which provide insight into the human rights situation in many countries. Current periodical and newspaper subscriptions reflect the multidisciplinary nature of ECMI research, and reference services are provided both in-house and for the general public.

| Description | The world woke up to the conflict between Serbs and Kosovo Albanians too late-when the die was cast for war in 1998-1999. Until then, the self-restraint and social solidarity of Kosovo Albanians in the face of Serbian ultra-nationalism created opportunities for preventive action which the West had spurned. Ultimately, however, the nonviolent policy of Kosovo Alvanians succeeded only in postponing war, not in averting it. In this book, the author examines how a remarkable nonviolent struggle by Kosovo Albanians frustrated Serbia's plans for Kosovo. Covering key features of the struggle, such as the miners' strike of 1989, the Campaign to Reconcile Blood Feuds, and the creation of parallel structures in education, medical care and taxation, the author describes the growth and potential of the movement, its subsequent stagnation and attempts to reinvigorate it. In assessing the achievements and limitations of nonviolence in Kosovo, the author suggests how the policy could have been more effective and draws lessons for consideration in future peacebuilding. The author argues that international diplomacy took Kosovo Albanian nonviolence for granted, and did not respond adequately to the danger of war, just as it failed to adopt preventative policies and deal justly with the Kosovo Albanians. Consequently Kosovo Albanians turned to arms, precipitating Serbian aggression and NATO military intervention. The author reflects on the significance of the Kosovo tragedy for other civil resistance momements around the world. |
