Our core interests for the Justice and Governance Cluster are the various legal and institutional aspects of the protection of national minorities throughout Europe. The cluster explores legal guarantees of national minority rights in domestic legislation and their correlation with the European standards (set in the FCNM and the ECRML). It is further curious about the quality of implementation of the set national minority rights and about the legal instruments for the protection of these rights. The cluster also explores institutional arrangements for the protection of national minorities, with special focus put on the autonomy arrangements and other channels for minority participation in public affairs. In addition, the cluster deals with some of the conceptual questions of the protection of national minorities from the legal (constitutional law) perspective.
