ECMI Library
The ECMI Library is an independent collection of books, journals, and grey literature of more than 3,000 items covering many aspects of minority issues. The highly specialized collection offers public access to a variety of materials in more than twenty languages on interethnic relations, language and cultural diversity issues and ethnic conflict in Europe.
The Library includes a useful reference section and a considerable number of published and unpublished reports, and is especially strong in the area of minority protection with regards to international law. The ECMI Library is also unique in that it includes an ever-growing number of annual reports of Ombudsman offices around the world, which provide insight into the human rights situation in many countries. Current periodical and newspaper subscriptions reflect the multidisciplinary nature of ECMI research, and reference services are provided both in-house and for the general public.

| Description | The author discusses at length the arguments for propagating a broad concept of minority, which would extend minority guarantees to such newly arrived groups as immigrant workers and refugees which traditionally have not been considered to constitute minorities. He, however, rejects this broad approach in favor of the traditional approach which underlines the necessity of members of the minority to have firm ties with the State where they live. There is a clear general understanding that persons having longstanding ties with and citizenship of the State where the reside do constitute a minority. However, such an unequivocally shared view with respect to persons not having such strong ties can not be proven. His analysis of the contents of various legal instruments, their preparatory works and their implementations does not reveal any consensus in this respect. The author's valuable scrutiny of the old problem of defining minorities proves that the discussion must continue, despite the failure to achieve a generally binding definition thus far. |

Materials from the ECMI Library may not be loaned out, but can be consulted in the Danish library on the following days:
