ECMI Library
The ECMI Library is an independent collection of books, journals, and grey literature of more than 3,000 items covering many aspects of minority issues. The highly specialized collection offers public access to a variety of materials in more than twenty languages on interethnic relations, language and cultural diversity issues and ethnic conflict in Europe.
The Library includes a useful reference section and a considerable number of published and unpublished reports, and is especially strong in the area of minority protection with regards to international law. The ECMI Library is also unique in that it includes an ever-growing number of annual reports of Ombudsman offices around the world, which provide insight into the human rights situation in many countries. Current periodical and newspaper subscriptions reflect the multidisciplinary nature of ECMI research, and reference services are provided both in-house and for the general public.

| Description | Democracy is inherently difficult in societies with deep ethnic cleavages. Elections in such societies can encourage extremist ethnic appeals, zero-sum political behaviour and ethnic conflict, and consequently often lead to the breakdown of democracy. The author examines the potential of 'electoral engineering' as a mechanism of conflict management in divided societies. He focusses on the little-known experience of a number of divided societies which have used preferential, vote-pooling electoral systems-such as Papua New Guinea, Sri Lanka, Northern Ireland, Estonia and Fiji-as well as other experiments in Europe, North America and Australia. He shows that electoral systems whcih encourage bargaining between rival political actors, which promote the development of broad-based political parties and which present politicians with incentives to attract votes from a range of ethnic groups can encourage the development of moderate, accomodatory political competition in the most divided societies. |

Materials from the ECMI Library may not be loaned out, but can be consulted in the Danish library on the following days:
