ECMI Library
The ECMI Library is an independent collection of books, journals, and grey literature of more than 3,000 items covering many aspects of minority issues. The highly specialized collection offers public access to a variety of materials in more than twenty languages on interethnic relations, language and cultural diversity issues and ethnic conflict in Europe.
The Library includes a useful reference section and a considerable number of published and unpublished reports, and is especially strong in the area of minority protection with regards to international law. The ECMI Library is also unique in that it includes an ever-growing number of annual reports of Ombudsman offices around the world, which provide insight into the human rights situation in many countries. Current periodical and newspaper subscriptions reflect the multidisciplinary nature of ECMI research, and reference services are provided both in-house and for the general public.

| Description | The enlargement of the European Union eastwards will be one of the dominant issues at the beginning of the twenty-first century. This book is based on a study which brought together scholars from each of the potential member countries to develop a methodology for assessing the process of democratization as a condition of eligibility for EU membership. The contributors make an important distinction between formal (procedural) democracy and substantive democracy and conclude that, while it it is possible to draw up criteria for formal democracy, substantive democracy (i.e. democratic political culture) can be described, but is impossible to measure. They conclude that, although the Central and Eastern European countries more or less meet the formal criterial for democracy, they all exhibit weaknesses in substantive democracy. This book provides a valuable background to anyone interested in the development of democracy in the individual Central and Eastern European countries as well as offering new analytical insights into the problems of democratic transition in general. |

Materials from the ECMI Library may not be loaned out, but can be consulted in the Danish library on the following days:
