ECMI Library
The ECMI Library is an independent collection of books, journals, and grey literature of more than 3,000 items covering many aspects of minority issues. The highly specialized collection offers public access to a variety of materials in more than twenty languages on interethnic relations, language and cultural diversity issues and ethnic conflict in Europe.
The Library includes a useful reference section and a considerable number of published and unpublished reports, and is especially strong in the area of minority protection with regards to international law. The ECMI Library is also unique in that it includes an ever-growing number of annual reports of Ombudsman offices around the world, which provide insight into the human rights situation in many countries. Current periodical and newspaper subscriptions reflect the multidisciplinary nature of ECMI research, and reference services are provided both in-house and for the general public.

| Description | The recommendations of the High Commissioner for National Minorities (HCNM) contributed largely to the dispersion of the conflict constellation in Estonia. As the High Commissioner had accepted the core elements of the citizenship and aliens' legislation, his recommendations were not aimed at dispersing the conflict constellation in the short run. His long-term-oriented approach to promote the naturalization of those Russian-speakers who would be willing to integrate, however, helped to disperse the conflict constellation over the years. As more Russian-speakers became Estonian citizens, the old cleavage between moderate and radical Russian-speakers emerged again, resulting in a differentiation of the group of Russian-speakers as an actor. Naturalization and integration are also prerequisites for the de-ethnification of the politicval system, as only the emergence of a larger, idelologically-dispersed, Russian-speaking electorate can pave the way for idelogically-based, cross-ethnic coalitions. The growing size of the Russian-speaking electorate has seen a corresponding increase the bargaining power of the Russian-speakers and their representatives. |

Materials from the ECMI Library may not be loaned out, but can be consulted in the Danish library on the following days:
