ECMI Library
The ECMI Library is an independent collection of books, journals, and grey literature of more than 3,000 items covering many aspects of minority issues. The highly specialized collection offers public access to a variety of materials in more than twenty languages on interethnic relations, language and cultural diversity issues and ethnic conflict in Europe.
The Library includes a useful reference section and a considerable number of published and unpublished reports, and is especially strong in the area of minority protection with regards to international law. The ECMI Library is also unique in that it includes an ever-growing number of annual reports of Ombudsman offices around the world, which provide insight into the human rights situation in many countries. Current periodical and newspaper subscriptions reflect the multidisciplinary nature of ECMI research, and reference services are provided both in-house and for the general public.

| Description | Yugoslavia has been rocked by civil wars in recent years, most recently with a campaign of 'ethnic cleansing' carried out by Serbian forces against the ethnic Albanian population of Kosovo. Yet, as reported here, numerous other minorities are currently at risk and several regions in Yugoslavia could see ethnic tensions rising to produce yet more conflicts. The author is a human rights specialist and journalist, and member of the Serbian Helsinki Committee for Human Rights who has remained within Yugoslavia throughout the recent conflicts and has written on the region for many years. A clear, concise and balanced historical background is presented here, highlighting key factors in the escalation of ethnic tensions and violence seen today. In addition to the position of the ethnic Albanians in Yugoslavia, the author discusses the discrimination facing numerous minority groups, focusing on several of the most vulnerable, including the Bosniaks (Muslims), Roma and Vlachs. The author discusses the potential for conflict in several regions facing increasing militarization and intimidation, most notably in Sandzak and Vojvodina, in addition to the potential for Montenegro seceding from Yugoslavia. The report concludes with an outlook on the most pressing issues and a series of recommendations aimed at the authorities in Yugoslavia and the international community, in order to prevent further bloodshed and to encourage the development of inter-ethnic understanding, peaceful coexistence and the rule of law. |
