ECMI Library
The ECMI Library is an independent collection of books, journals, and grey literature of more than 3,000 items covering many aspects of minority issues. The highly specialized collection offers public access to a variety of materials in more than twenty languages on interethnic relations, language and cultural diversity issues and ethnic conflict in Europe.
The Library includes a useful reference section and a considerable number of published and unpublished reports, and is especially strong in the area of minority protection with regards to international law. The ECMI Library is also unique in that it includes an ever-growing number of annual reports of Ombudsman offices around the world, which provide insight into the human rights situation in many countries. Current periodical and newspaper subscriptions reflect the multidisciplinary nature of ECMI research, and reference services are provided both in-house and for the general public.

| Description | The Council of Europe's Framework Convention for the Protection of National Minorities was signed by Latvia on May 11, 1995. The Convention has not been ratified yet. The parliamentary opposition submitted the ratification bill three times: in May 2000, March 2001 and September 2002, but the Saeima (Parliament) rejected it. To some extent, reluctance to ratify the Convention has been aggravated by the fact that it is a "document of principles", which leaves a broad margin of interpretation to its state parties in respect of the choice of methods of imiplementation of the Convention's principles. Thus, on the one hand, the ruling parties were able to misinterpret the Convention as if the latter would require Latvia to reduce the protection of the majority language, while on the other hand, some minorities' representatives developed unreasonable expectations as if the ratification in itself would resolve all the minority problems in Latvia. State institutions have up to now been reluctant to conduct any preparatory work preceeding the ratification and necessary for successful implementation of the Convention's principles. Within the state bodies, as well as within the society at large, there is a lack of understanding concerning necessary changes in Latvia's legislation and their practical consequences should the principles of the Framework Convention be implemented. This report aims to fill this gap. |

Materials from the ECMI Library may not be loaned out, but can be consulted in the Danish library on the following days:
