ECMI Library
The ECMI Library is an independent collection of books, journals, and grey literature of more than 3,000 items covering many aspects of minority issues. The highly specialized collection offers public access to a variety of materials in more than twenty languages on interethnic relations, language and cultural diversity issues and ethnic conflict in Europe.
The Library includes a useful reference section and a considerable number of published and unpublished reports, and is especially strong in the area of minority protection with regards to international law. The ECMI Library is also unique in that it includes an ever-growing number of annual reports of Ombudsman offices around the world, which provide insight into the human rights situation in many countries. Current periodical and newspaper subscriptions reflect the multidisciplinary nature of ECMI research, and reference services are provided both in-house and for the general public.

| Description | This article deals with the implementation of the Council of Europe Framework convention for the Protection of National Minorities (FCNM) in Italy, referring especially to the Slovene minority in the Italian Autonomous Region Friuli-Venezia Giulia. The articl is based on existing documentation, mostly available online and on some newspaper articles. This articles reviews the activities starting with the Italian State report, forwarded by the Italian government to the Council of Europe on 3 May 1999, and it ends with the adoption of the Resolution on the implementation, adopted by the Committee of Ministers of the Council of Europe on 3 July 2002. The time between these two events was crucial for the Slovene minority in Italy. In the year 2001 the Italian parliament adopted new legislation for the protection of the Slovene minority in Italy, that dynamised the relationship with the Council of Europe as well. In January 2002 the decision of the Italian government to change some rules related to bilingual identity cards caused further troubles and involved the diplomacy of the Republic of Slovenia as well. The process of evaluation of Italian implementation of the FCNM should be therefore considered an interesting case study, involving European, bilateral and domestic juridical dimensions. |
