ECMI Library
The ECMI Library is an independent collection of books, journals, and grey literature of more than 3,000 items covering many aspects of minority issues. The highly specialized collection offers public access to a variety of materials in more than twenty languages on interethnic relations, language and cultural diversity issues and ethnic conflict in Europe.
The Library includes a useful reference section and a considerable number of published and unpublished reports, and is especially strong in the area of minority protection with regards to international law. The ECMI Library is also unique in that it includes an ever-growing number of annual reports of Ombudsman offices around the world, which provide insight into the human rights situation in many countries. Current periodical and newspaper subscriptions reflect the multidisciplinary nature of ECMI research, and reference services are provided both in-house and for the general public.

| Description | This book is the product of a research project concerning UN peace operations. It deals with the applicability and possible modifications of peacekeeping principles, procedures and mediation techniques in the 'new' types of conflicts-civil wars, and especially those with ethnic aspects. While the wars in the former Yugoslavia have served as the main area of reference, the book also covers some aspects of peacekeeping in Somalia, Cambodia, and the Middle East. It includes open-ended interviews with top-level civilian and military practitioners, the results of two international workshops, where lessons learned were discussed by UNPROFOR commanders, and a questionnaire survey covering several hundreds of UNPROFOR officers from several countries. In addition to the analysis carried out, a major part of the book provides a forum where prominent military and civilian staff sum up specific lessons learned from the operations in the former Yugoslavia. Their experiences provide a major input into the conceptual discussion of future UN peacekeeping. By giving voice to the experiences of leading practitioners, this book attempts to bridge a deep gap between abstract models and political ambitions on the one side, and empirical realities on the other. |
